On Aug. 5 this year, Mark Fulks assumed his new position of University Counsel at ETSU. He replaced former attorney Edward Kelly. In addition to Fulks’ new position, he is also teaching introduction to Law and Judicial process.
Fulks is the lead attorney for ETSU, so he provides advice for any issues ranging from discipline, construction and also compliance. The new position also carries administration responsibilities as well such as hiring new attorneys and being present to advise.
Fulks is a native of Elizabethton, Tennessee, and has spent the past seven years as an attorney with Baker, Donelson, Bearman, Caldwell and Berkowitz, P.C. in Johnson City before joining ETSU. Before that, he was Senior Counsel in the State of Tennessee’s Criminal Justice Division from 2000-12 and litigated more than 50 cases in the Tennessee Supreme Court and over 300 in the Tennessee Court of Criminal Appeals, the Tennessee Court of Appeals, the U.S. Court of Appeals for the Sixth Circuit and the U.S. Supreme Court.
He was awarded his juris doctorate from the University of Memphis and a doctorate in public administration from Tennessee State University. Fulks also has a Master of Public Administration degree and a graduate certificate in geospatial information systems. He has a master’s in political science from the University of Tennessee and a bachelor’s in English and political science from ETSU.
